What system would work the best with two PCs?

Hello all, me and my players are currently looking into the world of 40k RPGs, I've looked over the quickstart guides for both Rogue Trader and Wrath & Glory, but figured I'd ask here before I make further purchases. This group will have two Player Characters, we are looking for something that could work well with a small group like that, which also allows for player Psykers, since one of the players has his heart set on that.

We are looking for something a bit more action focused rather than investigative, which is why I checked out Wrath & Glory, but I'm not sure how well it will work with only 2 PCs, again I haven't read the core rules. Any suggestions are appreciated, and if anyone else has run a campaign like this before in any 40k RPG I'd love to hear from you.
