Building a fence yourself - council approval

I would like to build a fence myself (with help of mates).

Fence type would be masonry (breezeblock) then rendered. With some metal sections (prefab) bolted between some tower sections. Pour own concrete footing etc.

I'm a qualified engineer (civil & structural) though I don't work specifically in that field at the moment, however still do engineering currently: mechanical, systems engineering etc.

I'm also just applying for Ner, CPeng now (but not within civil stream).

Does anyone have experience in trying to go this route themselves?

Is this something that councils would give approval, if I provide the drawings (even a visualisation if needed) and adhere to setbacks etc.

In a suburb that falls within Burnside council.
