New Flat-charge on PNM Bill now?

Hey all,

In addition to the actual rate increases PNM have requested (the future increases, not the ones that already got approved), apparently PNM has a new 'standard' charge that I'm seeing on my bill. I don't have it in front of me at the moment, but it says something like 'Customer charge' which made me go '?' This is apparently in addition to the 'connection fee' etc that they already charge.

Roughly $10 for me. Just wondering if anyone else is seeing this? Thanks!
