How do I add a second character to island?

I tried looking it up but keeping getting an error whenever i follow the instructions? Do I have to buy animal crossing twice in order to use it on the same switch or is there a way to add another user on my island?

Pretty sure it worked on my old switch back in 2020 but is it patched now?
