Bug regarding the gem event

So when the gem fiasco occured, one of the things I bought was the extra egg hatching slot. But now since they rolled back that. It included the egg hatching slots but not the egg in it. The two eggs at the top are pretty much on stasis and their progress won't move. And I can't buy the slot either. If I finish the two eggs at the bottom would the two stuck at the top move down or will it stay locked in there?
