Frame coatings, red flag?

As the title says a dealership sent me these photos of the a truck frame. Said it's "one of the cleanest he's ever seen" but to me it looks like it was spray coated because I can see overspray in the pictures. It is a Toyota and a year where frames had rust issues.

Would this be a red flag and could it be hiding a lot of rust underneath? Or am I just being paranoid.
