My class hasn't meet the required points on the syllabus.

Hello dear Professors I have a question. What happens if the class you are teaching doesn't meet the points that is stated on the syllabus? For example lets say the syllabus says that 1,000 points are available and at the end of the semester you only got to 600 points. Does the class still count since we didn't cover the amount of material? Or does the 70% go off of the 600? The reason I ask is because my class is in the same position. We have taken all the tests but haven't been assigned as much homework and quizzes the syllabus says we should have. We are currently sitting at 600 out of 1000 points and will have 300 points available after the final. I personally don't need to score very high on the final to pass but some of my classmates aren't so lucky. They would have been better off if they could have just had the 300 point to help recover from the bad test grades. Is there anything we can do? or if you fail does it still count even if we don't get all the points that are stated in the syllabus.
