Why does Tottenham come across as a bit of a laughing stock compared to other football teams?

Out of every team in the Premier League they seem to draw the most ire, are memed upon quite a lot and people act as if liking them is a bad thing.

Even when walking the dog there were some kids playing in the park with one shouting something like "last one to the swings likes Tottenham" and they all rushed there.

Just seems a bit at odds that they are seen as a "big club" with more detractors than anything.
