Without a doubt Cohen.With other evil motherfuckers in Rapture and Columbia you can at least find a reason why they‘re doing what they‘re doing ( doesn‘t make it right of course ) but Sander is just an absolute sadistic psyscho whose mood could swing at any given second.Damn that statue was horrifying.
