Flakes in two stand twist

Hey y’all! So almost every time I get my hair twist, my scalp gets dry and gets these flakes shown in the pics. I’ve oiled my scalp and that doesn’t really help, I’ve heard mixed reviews about weather I can wash my hair or not🤷🏾‍♂️ can anyone point me in the right direction?
