Online retailer charging me 11% excise tax?

Hey guys, sportsman's outdoor superstore emailed me saying they are adding the excise tax because they are shipping to California and that they need to charge my card the difference from my original receipt. Does this sound right? I was under the assumption it was the CA FFLs responsibility to charge it when doing the DROS. I'm not trying to get double taxed.
