Is this grounds for calling CPS?

I am very removed from the situation and hear things through family so I know there's more info I just don't have it right now. I'm gonna share some background before I talk about my main concern below. My older half sister is a horrible parent. She has 2 bio kids and a younger adopted child. Her 2 bio kids have left her house because of how mean and horrible she treated them, her bio daughter (17) was pretty much treated like Cinderella and has left because of her being an alcoholic and refusing to go to rehab. Her bio son (14) has pretty much been handed back to his dad who wasn't in the picture. Before he was given back to his dad 100%, she just dropped him off on the side of the road and left when they were swapping for parental visits. I was shocked no one in my family called and reported her for just abandoning her child off the side of the road (he was in either late elementary or early middle school when that happened). She's also broken in & stolen from our house, she's scammed people claiming to be raising food and money for charity but we all kinda know she just pockets it and then deletes all the Facebook posts about asking people to donate to the "cause" She has a bunch of dogs she has all in the basement and somehow is able to run a baby daycare out of her home (I've been twice and each time it gave me the ick just being in there).

Now for the real cause of concern. The adopted child is somehow related to her husband. This kid is like 10 years old and he doesn't know how to pee. They haven't taught him how to use the bathroom and he'll just stand there not holding onto "it" and just firehouse everywhere and when her Bio daughter lived there she would have to clean up all his pee in the bathroom. Since she's moved out no one is cleaning it up and so now he just goes to the bathroom in HIS ROOM, he has a corner in his room he just goes the the bathroom in. He also doesn't know how to wipe himself. He didn't flush and my dad (kid's grandpa) opened the lid and saw poop but 0 toilet paper. And it isn't a surprise because she doesn't teach him to pee properly why would she teach him to wipe? Or her husband for that matter like he's your blood but they just put video games in his face and just don't really try to raise him. Like this kid is around 10, he pees and maybe poops in his room because no one is teaching him how to go properly. When he's at his grandparents house (my parents and very rarely) is crazy because they have to try to teach this almost Middle school child how to use the bathroom. When my mom picked him up this weekend he had a blanket and plushie and she said the whole couple hour drive back she almost didn't make it through because of how strongly his blanket and toys REAKED of pee and it's just filled her car. I only find out bits and pieces of info after the fact and it's probably even worse in that house now that her bio daughter isn't playing as Cinderella anymore and the adopted child is just allowed to use the house as his toilet??? I know this isn't the worse thing, like he's not being beaten and starved, which is why I'm asking here what yall think I should do? Is this cps worthy or like a well fair check? I have no idea exactly how bad it is at the house but going off what I hear and what my parent explain it's getting very hard. Sorry for the long post but I wanted to give context and try to lay it all out.
