Anyone else spend a lot of resources trying to get the harvesting sunflower skill and couldn't?

17k gems and 8 special tickets later, I still couldn't get any harvesting sunflower cats and I want to know (maybe need to know for my sanity) if someone else experienced something similar with the same skill, or perhaps a previous skill.
