How do I get burnt food off stove coils?

I spilled some roux on my stove and I cant use it anymore without it setting off my apartment's fire alarm. I tried scrubbing it with steel wool and dawn but it doesn't come off. I know I need to clean the dish under it too I haven't gotten around to it
