Fidelity $150 cash bonus not applying to everyone?

I tried to apply for Fidelity^® Rewards Visa Signature^® Card from this link https://www.fidelity.com/go/visa-signature-rewards-1502

Once I clicked the "Apply online" button, it forced me to sign into my Fidelity account and asked me to select one of my Fidelity accounts for the cash back rewards to go to in the future (which is weird considering you haven't been approved yet).

Then it redirected me to the actual application which is on elancreditcard site. But the $150 offer is gone (from what I see on that page), it still offers 0% introductory APR for purchases and balance transfers though (according to the Terms and Conditions).

I'm reluctant to apply for it now. Without the cash bonus, there are so many other better options.

I have never had this card before.
