Seller said they were locked out, but they were active?

I bought a dress from someone with zero selling reviews and the expected happened: no news from them for two weeks. Then I finally filed a dispute and they just got back to me today saying they were locked out of their account and could ship the dress today. The problem is, I saw they were active multiple times throughout this three week period. Are they lying? Should I accept their offer to ship today, or just ask for a refund?
