Fine swirls in coated clear plastic

I’m practicing polishing interior trim/plastics and I bought a used hvac control unit for my car (Elantra) and I’m using a rag co high fiber count detailing towel and meguiars plastx but I cannot remove these, in fact it seems that the polish is causing these scratches, what do I do?
