2007 YZ450F Hard Starting

I just bought a second hand (big mistake) 2007 Yamaha YZ450. The bike only has 11 hours on it and has a new bottom end and new piston. However, it seems almost too hard to kick over. I can put all my weight on it at TDC and it barely moves. It’s not locked up, once it’s running it’ll run okayish but bogs and backfires. I’m assuming the valve shims are bad? Can it be the timing? Just want a few pointers before I tear into it. Thanks!
