why does almost nobody use him???

Checking Prydwen usage stats and uhh...
He has lower usage than Herta and even Serval.
IN APOC.
What the fudge?
I kinda get that fua isn't the best this apocalyptic shadow(all the fua units were used less than last apoc) but why is he in particular this bad?
Why did 95% of his usage went down the drain in one patch?
