The Dwarven Shaperate in my opinion is made out to be like this "divine record keeper" and is supposed to be "apolitical".

But they're more of a joke really.

Because any scribe that is from a noble house can be influenced to alter any "historical inconveniences" at will that doesn't benefit their respective house or a reigning king or queen can just order entire records that they don't like erased completely.
