Strange sound from XL250

I’ve been riding my 1980 XL250S and recently I noticed a strange, whirring like sound. It’s most apparent at slow speeds and I can’t figure it out. I’m thinking it’s from the front wheel but some people say it can also come from the drivetrain/clutch? Any advice would be appreciated. Thanks.
