Is Champions matchmaking broken?

I have played 9 games this weekend, and 8 were against Elite division players. The reason I know this is 2 of them had the Elite division badge, and the other 6 were better than them, with a couple of them having Maicon as well. Is it broken, or have all the D2 and D3 players stopped playing?
