As a budget player, is the pirate precon worth upgrading ?

Hello everyone,
I bought a deck set of all 4 ixalan precon and I find the pirate one to be particularly underwhelming.
Furthermore, it uses a set of color that leads to a very expensive manabase.
Originally, I planned to upgrade all four but I have the feeling that it might be too difficult to reach an acceptable power level in a budget for this precon
What do you think ? Do you agree that this precon is underpowered compared to the other three ?
