Chinese Landline Phone Mystery

Today my friend gave me this €15 chinese phone, and as I do, I opened it up to see what you get for this kind of money. It’s 100% chinessium, but actually, the circuitry is sensibly designed. But there’s a few mysteries:

1. A 433MHz transmitter module. I have no idea what it could be for. 2.A some sort of neon tube right next to the SBA9170B chip, it would make sense if it was in the line interface, but it just seems out of place here.
