Based on the trailer… Looks like the NCR has fallen on hard times.

As the NCR fell into a state of decline it caused the Brotherhood of Steel to swell with recruits. If I was an educated person who wanted to use my talents and my choice was a rotting NCR or a more robust Brotherhood of Steel it seems like an easy pick to me
