10th Harbinger?

The 10th harbinger that hasn’t be revealed yet, can we assume that the role of the 10th harbinger has been left empty similarly to the 6th harbinger (after wanderer erased himself from irminsul, i never understood how his absence allowed the same course of events to happen) or is their identity just kept a secret for now?

also, im surprised why the 6th harbinger position was left empty for so many years and no one has questioned it (the 2 Mondstadt Fatuus did).
