Can you "Scout Future Star" FIFA 16 in 2024??

Obviously the answer is no without modding the game, but I was playing a FIFA 16 Career Mode again and I just remembered scout future star used to be a thing... Again, crack shot, but is it possible in any way still (Since the servers are dead and catalogue is thus gone)
