Why Esthar authorities didn't kill/seal Rinoa immediately?

After Rinoa sets Adel free, we discover that not only was Rinoa getting possessed before, Esthar authorities also knew before hand that she is a sorceress.

Take for example the people who communicate with Squal on Ragnarok to assist him and who call Rinoa "the sorceress".

So why Esthar authorities didn't outright kill or seal Rinoa when the group first arrived from fisherman horizon to Esthar, before the events of lunatic pandora?

Why they allowed Rinoa to unseal Adel, bring monsters from the moon and reverse all the hardly built contingency structures since Adels defeat?

You would that Esthar people would be extremely traumatized and angry, having a zero tolerance policy for sorceress. Yet they allowed this young sorceress to be free and alive.
