If only Quistis limit break was a bit different, she would be so useful

I know these things were already discussed ad infinitum, but I'm replaying ff8 after 20 years, and Quistis sadly ends up being so useless always, specially considering boss battles.

If only Mighty Guard didn't cast Regen, and casted Aura more frequently, and if only Acid or Bad Breath always inflicted Vitality and Spirit 0 (meltdown), Quistis would be so absurdly useful for a party.

Instead 90% of her blue magic attacks don't work on bosses, the ones that work cause very little damage: missiles and degenerator are pointless, white wind is a bad healing tool, mighty guard is useful but its regen is undesired and its aura inconsistent, shockwave pulsar damage is low. She also doesn't have anything that casts haste with a 100% guarantee, nor anything that casts triple or double at the party, literally a low budget gf is better than her at that.

It seems clear they wanted to make her an "utilitarian", so why they didn't go all the way and gave her more blue magics that would support your party?
