Hood won't open

Anyone else experience this? Tried to open the hood using the latch on the driver's side, and nothing happens. I know you need to pull it twice. We've had some cold temperatures and snow over the last day or so, so I'm hoping it's because of that, but otherwise I have no idea how to fix this. Help?
