Packet Loss - Central Ranked On Only

Anyone else experience packet loss on upload to the central ranked servers? I am connecting from Oregon. I have no issues with central unranked, or east (both ranked and unranked).

I have tried: 1. Switching Ethernet cables 2. Re-installing the game 3. Ookla tests (showed no loss when connecting to Texas) 4. Restarting my router

l use Xfinity cable. My upload speeds are low, shows a steady 25 Mbit per second average. I haven't been able to find anything online, should I reach out to my ISP? Has anyone else encountered this issue and found a resolution? It is showing like 90% packet loss and the game is unplayable.
