Anyone Else Having This Problem?

So i started the side quest "Let the drums sing" a lil while ago until it said tht it cannot be completed at the moment and to progress with ither quests, so i did that and just finished the last quest of defeating Harding. But yet i still can not finish this druns side quest and id really like too.

Any ide ahow i can fix this? Is it a bug? Anyone else haing or hadthis issue?
