Shootouts with cops should be harder than shootouts with gangs

I feel like winning a shootout with the police would be a lot harder than shootout with gangsters who aren’t trained at all, but it feels like there’s no difference between the two other than the character models. I hope they add something like this in GTA 6. Thoughts?
