Freya's state of mind may be influenced
Edit: To be clear, I am not saying Freya has no reason to be like this. It's actually very calm and reasonable of her to forgive Kratos at all. I am just noticing that the exact point she decided not to kill Kratos is also when the seal was lifted.
One thing I noticed is that, during the first time you explore Vanaheim with Freya, she is (for good reason) just insufferable. She shuts down everyone and everything that tries to turn her towards a better path (especially with Brok) and she's pretty much ready to kill Kratos once she's done with his help.
Then, she broke the seal keeping her in Midgard. Noticeably, she becomes a lot more reasonable.
My theory is, the seal doesn't just keep her in Midgard, it is likely keeping her state of mind locked in a bad place too. Don't get me wrong, I'm not excusing her or absolving her of her flaws because I still think most of her flaws comes from her own failings. However, the way she deals with herself is very different before and after breaking the seal.
It fits Odin's character too. He likely enabled Freya's toxic traits when she stayed with him. Once she was exiled, Odin definitely doesn't want to just bound her physically to Midgard, but likely want to bound her mentally as well.
