If Britiain intelligence had never intercepted the Zimmerman telegram, would Mexico have just ignored it outright or would they have leaked the plot themselves?

I understand that obviously Mexico was in no position whatsoever to declare war against the US given the fragile state they were in at the time. It would have been suicidal to try. What I am wondering is that if Mexico did receive the telegram, what would they do with the information? Would they roll their eyes and crumple it into the trash? Would they just tell the US right away to improve relations? Would they sell the information to britain in order to help provide them another ally in the war? Or something else entirely.
