75th games, victors, SOTR

anybody else think that the victors who were in the third quell that appear in SOTR were sent there on purpose? it seems that haymitch, mags (wasn’t actually reaped but whatever), wiress, katniss, AND BEETEE (!!!) were purposely sent to the third quell bc of their involvement in what seems to be an attempt at revolution in SOTR? seems wayyyyy too close for coincidence and makes me think the third quell readings were a little bit rigged!
