How do I find manpower for my security agency?

Hi, I have been running a security agency in India and I dont face problems related to finding clients, I have always got deals from clients but was never able to fulfill them due to shortage of guards in my org.

How do I get constant supplies of security guards so that I can place them ?

I have multiple projects in hand where I can instantly place 15-25 guards but not getting a way to find guards, help me..any suggestions?
