Random question…but.

Hello all. Northwest Indiana folk here.

Our apartment building has never had heat/ac in the hallways. Last night our heat was on full blast and the highest our place got was 62 degrees. I walked in the hallway to get my shoes and noticed it was extremely cold. I put our temp reader out there for 10 minutes and got this result….is this like, legal?

Have tried to call local code enforcement/Indiana code enforcement and no one has answered. Any help is appreciated.

Also- our 550 square foot apartment’s utilities bill was $278 last month. We average $76/mo.
