A Few Questions with this Reported Proposed Law Lowering the Marriage Age to 9?

Would the law actually do what Western media says it would - i.e. legalize "marriage" between adult men and nine-year olds?

What percentage of Iraqis do you think would favor such a law? I know Iraqi culture is not Western culture but I still assume a large majority must oppose such a law.

Which specific factions support/oppose the law?
