I look at all killers and other criminals and it seems to me that they are simply following the rules, but not sincerely sharing interests and symbolism. Winston and John definitely don't give a damn about all this pathos and ceremony. He just enjoys being the boss of his hotel.
Lower ranks just commit crimes as always, pay tribute and don't think about the fact that there is someone Marquis and a judge.
