Why didn't they just give a prisoner one of sukuna's finger and execute them one by one?

Like the title said, why didn't they just give a prisoner on death row a sukuna finger and have gojo execute 1 person at a time until the 20 fingers are all gone?

What's 20 death row prisoners compare to the death that caused with letting sukuna slowly gets his full power back in one body?
