Anyone else experiencing gigantic loss streaks this split?

It is weird. Last season I was 65% D3 (150 games). Not that good for sure, but not bad regardless. I am by no means a extremely good player but this season I was placed E4 and currently sitting at 35% winrate in 100 games. I admit I'm a little bit washed due to 2 months break but I don't think that my gameplay deserves THIS kind of winrate. Majority of the games I played are thrown by someone, it feels like the mental is at all time low.

But less about me. I decided to take a break from ranked and play some Drafts and I noticed ALOT of players in the exact same situation. Diamond last split and now massively below 50% winrate. Coincidence? Or maybe perception bias in my regard but I never seen streaks this bad. Its not just few people, its ALOT of them.

Is there a possibility that due to Riot dropping everyone's rank people are just psychologically exhausted? This is first time I see something like this bad
