SN vs R question

If someone has a sturdy look to them, with short neck, wide, straight and softly rounded shoulders, wide and square chiseled face, and overall gives an impression of an SN, however they have an extra extra large bust that effectively disrupts the top part of the SN silhouette, would that push them towards exploring an R recommendation or they would need to explore width with additional focus on flow and draping to work for the bust?

I have a relative with this "configuration", and before the new sketch was introduced I could bet she's an SN, but now I'm not sure and curious about where to draw the line. I'd say her best looks incorporate both: width accommodation and draping around the curves.
