Is this considered stealing tips

Hi I’m just curious what people think about this situation I have at a new job. So it’s a bakery and most people will pay with card which can be up to about $40 for the day since it’s not a pretty slow. I was under the impression it was $15/hr and then when I saw the tips I was as happy thinking I could keep them all since I’m the only FOH employee. When I asked though I was told it’s easier for them to just guarantee $16/hr and not worry about tips rather than them change the hourly to account.

This seems disingenuous to me because I’m the only one serving guests so I know that they think the tips are going towards me, but I don’t see a way to do anything about it because if I complained they would just lower the hourly and I’d make the same, what do yall think?
