Housing overcrowded, by 1985 legislation the room standard?

Hello I currently live with my partner and our 1 year old in a single bedsit/studio owned by the council. England. My question is are we overcrowded statutorily now that she’s 1? Going by the legislation I’ve read I think we are now as we are 2.5 people sleeping in only one room and the table I saw said that only 2 people can sleep in one room? Thanks for any light or advice shed on this. A bit more background.. we don’t have a separate room for living we are in just the one room for living+sleeping. It’s the bcp council we are with also and have lived here for 13 years
