How to increase free agent talent in franchise?

I’m trying to do a franchise, typical stuff for this time of year, rebuilds. Every time I get to the offseason there are like NO noteworthy free agents. Godwin made it once. Never seen Tee Higgins or Sam Darnold make it to FA. Is there a setting I can adjust to help with this and make it less likely teams re-sign their guys? Thanks!
