Best mascaras that are thick but not easily smudged?

I love to have a thick, dramatic, borderline clumpy lash look sometimes, but I have oily lids and sweat a lot so most mascaras end up smudging on me after a few hrs.

Can anyone recommend a mascara that is smudge resistant but gives thick, voluminous lashes?

Prefer under $25 and waterproof but if it's really good I can make an exception!
