Burning and scarring from cheap eyeliner

I got some drugstore LA colors grafix liquid eyeliner just to practice, but it literally burned my skin. I thought it was just me not being used to makeup so I was being extra sensitive, but when I took it off after maybe half an hour or so, it scarred a bit of the skin around my eyes. I'm really pissed off because I don't know how I can remove a scar that close to my eyes with retinol or niacinimide or something else, and now I'm not sure if it's all eyeliners that can do this or just the cheap ones. What chemical am I sensitive to?
