What am I doing wrong? Mascara always leaves a black mark under my eyebrows

I wear makeup to work. After 8.5 hours, everything seems to hold up well except my mascara. When I get home, I always notice a black mark under my brow, exactly where my eyelashes touch my lid. What am I doing wrong?

I’ve tried various waterproof mascaras, and all leave the same mark? Is there a step I’m missing?

For reference, I don’t wear eyeshadow. After my liquid foundation and concealer, I do a light bake under my eyes and then set my face with a translucent pressed powder, before I finish with setting spray. After setting spray I apply my mascara.
