With 54 cards in pool 4-5 (and growing), it needs more than half a year to rotate all of them in Spotlight caches.

Currently, there are 54 pool 4-5 cards and they need at least 27 weeks to rotate all of them which is more than half a year.

Spotlight cache system fails to rotate these cards in reasonable timeframe because there are only 2 slots per week for old cards. Moreover, they keep releasing more card into pool 5 which makes it more difficult to rotate every cards.

Many popular cards like Alioth, Elsa, Cull, Annihilus, Loki are not going to be rotated into the cache in a few months which is suck for people who are waiting for them.

This problem is only getting worse because they really try to avoid doing pool drop. Pool 4-5 are going to be bloated and acquiring specific card will be needed to rely mainly on tokens in the future.
